Noel B. Cummings
President

Noel and his wife Nelda have lived in Hodgkins for the past thirty-five years. They have two children, Daniel and Sherry. Their son Daniel is a retired Lieutenant Colonel from the U.S. Army. He and his wife Jean live in San Antonio, Texas with their two sons, Brandon and Richard. Their daughter Sherry and her husband Daniel Klotz reside in Hodgkins and have one son, Joseph, who also lives in Hodgkins with his wife Holly and daughter Caitlyn.

Noel attended public grade school and high school in Burnsville, Mississippi, as well as North East Mississippi Junior College. He served in the U.S. Army from 1945 to 1947 and is retired from International Harvester Company where he was employed for twenty-eight years as a supervisor.

Noel served as Village Trustee from 1975 to 1979 and has served as Village President for the past 25 years. The accomplishments that have been made for the Village under his term as President are numerous.

Accomplishments

  • Joined with the Village of McCook and created the McCook-Hodgkins Enterprise Zone in 1985. The Enterprise Zone grants certain incentives to businesses either expanding within the zone or locating within its limits. The Zone has attracted, among others, United Parcel Service Consolidation Hub, Cummins Northern Illinois, J. Sterling, Petro-Vend and Continental Bakeries.
  • In 1988 negotiations began with United Parcel Service, which resulted in the annexation of approximately 250 acres into the Village directly to its west. In 1989, UPS purchased the real estate that was formerly the abandoned Fisher Body division of General Motors, but not before reaching an agreement with the Village that included annexation of the unincorporated territory to place it in the Enterprise Zone. Cummings also negotiated an annexation agreement that included many benefits to the Village. By the UPS' Consolidation Hub becomes operational, it had invested approximately $279,110,000 in the Village, and brought approximately 2,100 jobs to the area during its first year of operation.
  • Ancillary to the UPS facility, President Cummings applied for and received grants to construct an on/off ramp at I-294 and 75 th Street. This was done to alleviate truck traffic through the Village. He also connected Santa Fe Drive with 75 th Street to allow easy access to I-294 for Village residents.
  • The Atchison, Topeka and Santa Fe Railway Company constructed a new intermodal facility to service the UPS Consolidation Hub.
  • In 1986 the Village created a Tax Increment Finance District (TIF District) for the northwest territory of the Village. President Cummings felt that the blighted truck terminals were unsightly and non-revenue generating. By selling bonds, the Village was able to assist in the construction of the Quarry Shopping Center. In 1992, the first anchor retailers opened to the public. They were Sam's Club Warehouse, Wal-mart, Kohl's, Office Max and Fashion Bug. The Quarry has expanded ever since, adding Target, Applebee's, Ulta 3 and Pep Boys, as well as a number of other smaller retailers.
  • In 1992 Celozzi-Ettleson Cadillac began selling upscale automobiles to the general public. In the fall of 1995 the Village welcomed Continental Chevrolet which is expected to greatly increase sales tax revenues, create more jobs and increase the equalized assessed valuation of the Redevelopment Project Area.
  • The Republic Bank opened their new building in the spring of 1996.
  • 600 new jobs resulted from the construction of the Quarry Shopping Mall and the assessed valuation of the property has increased from $10,813,145 to almost $40 million.
  • Began litigation against the owners of multi-family dwellings on Lenzi Avenue. The Village had tried to force owners to bring the units up to code in the past, but without cooperation from all of the building owners. As a result of this situation the Village was not able to alleviate intolerable slum-like conditions for low-income residents. By filing suit against the owners, Cummings forced compliance with Village building codes. Now, almost all code violations existing at the outset have been corrected.
  • In 1994, Renovation of the historic Old Fire Station was completed. In January of 1995 the Village Board of Trustees began holding monthly meetings at the site, which also provides a recreation and meeting hall for residents who wish to use it for private functions.
  • Continued upgrade of the Public Works Department providing the highest degree of service to Village residents and businesses.
